press ctrl+1 a dialogue box will appear, in category column select custom Tab, a box will appear at right side
in Type: type +0;-0;0 if you want add + sign before a number or if you want to add - sign before a number use -0;+0;0 and click ok, the required sign will get add to your nubmer.

My current numbers show "+1.15" etc. but numbers between 0 and 1 show as "+.15" but I want to see "+0.15". Thanks, A.
